Chapter 7 supplies the remedy to the previous verse’s ignorance: we shall be unable to turn natural advantages to account unless we make use of local guides. The concession is striking — the general who has mastered everything else still cannot see the ground alone. Local knowledge is not advisory color; it is the instrument through which terrain becomes usable.

A modern example

A streaming service expands into a market with perfect data — penetration models, pricing studies, content catalogs — and flops. The data missed what every local producer knew in a coffee meeting: viewing happens on shared family devices at specific hours, and dubbing conventions carry status meanings no spreadsheet captures. The relaunch hired three local producers as actual executives, and the second attempt worked. The guides had been available the whole time; the company had merely booked them as tours.

The common misreading

Guides are not mascots — hiring local voices for legitimacy while the decisions route through headquarters is the failure wearing the fix as a costume. Sun Tzu’s guides direct the army, which is why he pairs this verse with command fitness. The test of using a guide is simple and expensive: can they change the route?
